Recreation grounds.
I note that, in accordance with the recommendations
of the Advisory Committee on Recreation Grounds, leases
will, subject to the provisos detailed in paragraph 2
of your savingram under reference, be granted to certain
clubs for ten or twenty-one years, and I agree that in
these cases public auction may be dispensed with and the
leases granted by private treaty.
2. The Report of the Advisory Committee has been.
studied with interest I am glad to observe that the
recommendations of the Committee are broadly in accordance
with Sir Patrick Abercrombie's Preliminary Planning Report
for Hong Kong. The question of providing adequate
recreation space is clearly one which is intimately
linked with town planning in general, and which points
to the need for a town planning authority. In this
Connection I would add that I shall be addressing you
shortly about such an authority (more particularly in
connection with housing programmes).
3. I share the concern of the Advisory Committee at
the prospect of former recreation grounds being alienated
to other purposes and I should be grateful to learn in
